Sometimes, I might wander in unchartered, maybe hostile environments. Rough neighborhoods, unsavory places. I need to exercise caution not to get in trouble, such as getting into a fight, getting mugged, etc.
In such occasions my survival instinct takes over and leads me.
So why would somebody find offensive a poster advising caution?
Why is such advise taken as "blaming the victim"?
This is just one example of a group or organization which wants to become a factor of power and influence, and to achieve that resignifies language and attitudes according to their viewpoint. The most damaging aspect is that, in this case, they go against nurturing the concept of personal responsibility. They are indeed doing more damage to the sector they claim to represent and defend.
